Evidence of community deliberation

The load-bearing field. Submissions without deliberation evidence don’t advance past intake. This is how we know your priority isn’t one person’s opinion - it’s a community’s.

Phase 1: form opens your email client with the structured payload. Phase 2: Cloudflare Worker handles submission directly, sends confirmation email, generates a public permalink, and routes into the pipeline.

What happens next

Your candidate enters the pipeline.

    Within 24 hours

    Confirmation email lands in your inbox. Your candidate gets a permalink (public, marked “Under Deliberation”). Slack notification fires to the deliberation team.

  2. 02

    Within 14 days

    Three stewards review your candidate. Their notes post publicly to your permalink. If your evidence is strong, you advance to clustering. If not, you get specific feedback on what to sharpen.

  3. 03

    6 weeks pre-Congress

    Surviving candidates cluster into thematic deliberation groups. You’ll get an invitation to a video deliberation session if you opted in to contact.

  4. 04

    During the 2027 Congress

    Your cluster goes through Strategic Communication coding, the Joy Filter, and the floor vote. Top ten clusters publish as the 2027 priorities.

  5. 05

    Post-Congress, regardless of outcome

    Whether your candidate published or not, you receive a written rationale from the deliberation team. Non-published candidates are archived as standing candidates for the 2028 cycle and remain in the public record.

The pipeline is the deliberation. Watching your candidate move through the stages is part of how you become a Congress participant in 2027.
